1- Rules for Foreign Applications
The following terms are requested from foreign applicants for acceptance to graduate programs:
a) Applicants should be citizen of foreign countries or should be Turkish citizens residing abroad.
b) Applicants should have at least a Bachelor degree to apply for Master programs and Master degree for PhD programs. Excluding the prep classes, dental, pharmacy or veterinary schools graduates with a training of at least five years (ten semesters) and medical school graduates with a training of at least six years (twelve semesters) and faculty of science graduates with an expertise in a branch of laboratory approved by the Ministry of Health and pharmacy school graduates with a four years (eight semesters) of training can apply to the PhD programs directly without doing a Master.
c) Applicants should have a GPA 65/100 at Bachelor to apply Master or PhD programs and a GPA 75/100 at Bachelor for those who applies directly to PhD programs or a GPA 75/100 at Master for those who applies PhD programs after Master.
d) Applicants should have 55/100 from the ÜDS or its equivalent from the language Senate has been decided.
e) Students has been selected in this program should be successful at Turkish language exams which is provided by the language schools of universities. Those applicants fail from Turkish language exams have to follow Turkish classes organized by the host university or TÖMER. Classes can be for a year at most and this duration does not count as the graduate program time. In the end of those classes applicants should be successful at Turkish language exam. Evaluation Determination of the final grade for acceptance to Master programs is a combination of the %50 of GPA at Bachelor and %50 of the language score. For PhD programs; %25 of GPA at Bachelor and %25 of GPA at Master and %50 of the language score are combined. If the results are decimal it is rounded after the third decimal. Final grade should be minimum 65 for acceptance to Master programs and 70 for PhD programs. Candidates are ordered according to their final grades and starting from the highest score they are accepted to the programs as the contingents permit. In the case of an equal grade; priority is determined by comparing, orderly, GPA of Bachelor and language score.
2- Necessary Documents for Applications by Foreign Students
1- For application to a master’s program, one copy of bachelor’s diploma or certificate of graduation attested by a notary public or the related higher education institution or an official document stating that the student will have graduated from the bachelor’s program s/he is enrolled by the date of final enrollment to the master’s program s/he has applied and for application to a doctorate program one copy of the master’s diploma or certificate of graduation attested by a notary public or the related higher education institution or an official document stating that the student will have graduated from master’s program by the date of final enrollment to the doctorate program s/he has applied. (The above-mentioned document has to be received from the related faculty deanship or institution.) The foreign candidates graduating from a higher education program abroad have to present their diploma or certificate of graduation together with the equivalance certificate to be issued by the Council of Higher Education (YÖK).
2- One copy of transcript of records showing the grades for all courses taken in the duration of bachelor’s or graduate study and grade point average (GPA) attested by a notary public or the related higher education institution.
3- One copy of the exam score report from one of the following exams attested by a notary public or the related higher education institution: ALES-Academic Staff and Graduate Education Exam (min. 55 points), GRE-Graduate Record Examinination (min. 610 points from the Quantative section) or GMAT-Graduate Management Admission Test (min. 450 points).
4- For a master’s program, one copy of the exam score report from one of the following exams attested by a notary public or the related higher education institution: Foreign Language Examination for Public Officials (KPDS) (min. 50 points), University Language Examination (ÜDS) (min. 50 points), Test of English as a Foreign Language (TOEFL) [(min. (PBT) 450 points, (CBT) 130 points or (IBT) 50 points)] and IELTS (min. 5 points from each section) For a docorate program, one copy of the exam score report from one of the following exams attested by a notary public or the related higher education institution: Foreign Language Examination for Public Officials (KPDS) (min. 55 points), University Language Examination (ÜDS) (min. 55 points), Test of English as a Foreign Language (TOEFL) [(min. (PBT) 453 points, (CBT) 134 points or (IBT) 55 points)] and IELTS (min. 5 points from each section)
5- 2 portrait photos (4,5×6 cm.) (Photos must conform to the dress codes.)
6- Applicants applying to a master’s or doctorate program of the Institute of Science other than the discipline they graduated from have to get Form for Other Disciplines (Farklı Dal Formu) from the Institute or http://www.fbe.istanbul.edu.tr/ and signed by the related Department of the Institute and approved by the Administrative Board of the Institute. (Application Fee has to be paid after the approval of the Administrative Board of the Institute.)
7- Applicants have to deposit 100 TRY to the bank account numbered 44782285-5012 at the Beyazıt Branch of T.C. Ziraat Bankası as application fee (The research assistants of our university will be charged no application fee) and one copy of the bank slip has to be presented to the the related institute during the application. [The bank slip must carry the name, surname, name of the related institute and the expression “enstitü ön kayıt bedeli” (application fee)]. Evaluation & Assessment: Out of the applicants for master’s programs are evaluated and assessed on a total calculation comprised of 20 % of bachelor’s degree GPA, 10 % of foreign language competence exam, 50 % of Academic Staff and Graduate Education Exam (ALES) Result or its converted equivalent from the former examination (LES), 20 % of academic interview. Those who receive at least 65 of such an overall calculation are shortlisted beginning with the highest grade down to the lowest grade and are accepted to the relevant programme on the condition that they rank among the allocated number of students for each programme. Out of the applicants for doctorate programs are evaluated and assessed on a total calculation comprised of 10 % of bachelor’s degree GPA, 10 % of the master’s degree GPA of courses with credits, 10 % of foreign language competence exam, 50 % of Academic Staff and Graduate Education Exam (ALES) Result or its converted equivalent from the former examination (LES), 20 % of academic interview. Those who receive at least 70 out of such an overall calculation are shortlisted beginning with the highest grade down to the lowest grade and are accepted to the relevant programme on the condition that they rank among the allocated number of students for each programme.
NOTE: 1-The score of the foreign language examination organized by Istanbul University Institute of Foreign Languages is also accepted provided that the applicant’s score is minimum 50. Those who meet the foreign language acceptance criterion are eligible for the Master’s Degree education. The applicants who fail to score the required foreign language score despite having the other required conditions with a foreign language score 30 and above, can receive preparatory class education at Istanbul University Institute of Foreign Languages for 1 (one) academic year.
2- The applicants whose mother tongue is the same as the language of the foreign language examination they will take should take the examination for other foreign languages or Turkish language examination. These examinations are organized by Istanbul University Institute of Foreign Languages or TÖMER (Turkish and Foreign Languages Research and Application Centre).
3. Required Documents For Those Who Can Benefıt from The Repentance Law No.6111 (For Graduate Programs):
1. Certified copies of Undergraduate Diploma and Undergraduate Transcript (Except for those having these documents in the file within the body of the Institute).
2. For PhD and Proficiency in Art Programs; Certified copies of Graduate Diploma and Transcript and Certified copies of Undergraduate Diploma and Transcript (Except for those having these documents in the file within the body of the Institute).
3. Copy of Identity Card (For the declaration of T.R. Identity Number)
4. Copy of Passport and its Turkish Translation (Notarized) (Citizens of Foreign Countries shall be asked)
5. Educational Visa (Citizens of foreign countries, who can keep enjoying studentship without other rights offered to students, shall not be asked for this requirement except for participation to courses, examinations and thesis process)
6. 8 photographs in 4,5 cm x 6 cm dimensions (Photographs shall be taken in last 6 months to reflect the current appearance)
7. Military Service Documents (Citizens of Republic of Turkey shall be asked except for those who have discharge paper in the file within the body of the Institute).
8. Declaration of Residential Address
9. Resident Permit (Foreign nationals shall be asked) (This document shall be submitted to the Registrar’s Office within 30 days as of registration date).
10. Criminal Record from the Prosecution Office (Conduct Sheet) (Citizens of the Republic of Turkey shall be asked).
11. Receipt of the payment of contributions/fee. (The payment shall be made to branches of Halk Bankası with the Reference Number to be taken from student automation system) (For those who are obliged to pay).
4. Principles for special and guest students
Requirements for Special Students
•Those who graduate from a higher education institution and would like to improve their knowledge in a certain field need to fill the application form for special students with required signatures and submit it to the Institute along with the following documents between (01.02.2016-12.02.2016). Click here for the list of courses available for Spring period of 2015-2016 academic year.
Required Documents
1. Application Form for Special Students (click on the link) and cover letter of the Head of the Department
2. Undergraduate/graduate Diploma and Transcript (Certified by the graduated Institution)
3. In case of the selection of graduate courses lectured in foreign language; copy of the document showing the foreign language score determined by the Senate. Within the scope of this very article, students shall apply to Registrar’s Office of the Institute of Science, İstanbul University along with other required documents.
These documents submitted to the Institute of Science, İstanbul University shall be evaluated by the Board of the Institute. Accepted students receive special student numbers and their names are announced in the web site of the Institute; afterwards, these students need to pay contributions. Students need to submit the receipt of their payment to the Institute and finally they complete the course selection process with the entry of courses into automation. (Unless the contributions are paid, course selection processes are cancelled.) Special students shall not enjoy studentship rights except for attendance and participation to education and training activities. Out of courses succeeded as special student; maximum 6 credits and 12 ECTS for graduate level and maximum 9 credits and 18 ECTS for PhD level can be substituted.
Requirements for Guest Students
• Guest students are stipulated to be graduate students in a higher education institution. The decision of affiliated institute, addressing to our institute, shall be submitted.
• Guest students are not obliged to pay any contributions.
5. Unsuccessful lectures
All the necessary lectures must be taken and complete successfully.
6. Confirmation of Informations and Documents
All the documents which given to institue must be correct and affirmated otherwise it initiates a legal action
7. Coordinator of Master or Ph. D.
Coordinator can be change with decision of the administration of institute.
8. Deferral of enrollment
Students can apply to defer enrollment in certain dates.
9-Reactivation of Enrollment
Students who complete the deferral of enrollment period or have any excuse to study can apply for the reactivation of enrollment with a petition to institute. They will continue from where they left with decision of the administration of institute.
10. Cumulative Grade Point Average (CGPA)
Cumulative Grade Point Average (CGPA. in Turkish; AGNO) calculates by credits multipyling with success grades dividing to total credits of taken courses. The result contains two decimals after comma.
11- Thesis Language
Thesis language is Turkish. Abstract can be Turkish and other languages (English, German etc.)
12- Thesis Submission Date
Thesis submission date of Master and PhD students have been identified determined to stay the same for each academic year as follows:
Fall Semester Thesis Submission Date: 15 November – 30 November (If the deadlines are coinciding with vacation dates, all theses will be submitted until the end of first working day in December.)
Spring Semester Thesis Submission Date: 15 May – 30 May (If the deadlines are coinciding with vacation dates, all theses will be submitted until the end of first working day in June.)

**DECISION 3. Higher Education Board Decision dated 25.12.2014 3 has been discussed in the General Assembly on compulsory courses in the Graduate program, following decisions were taken with the approval of a majority vote.
As of the fall term of 2015-2016 academic year, a total of 6-credit seminar courses, except compulsory courses shall be determined in the Graduate program. These compulsory courses shall be launched upon request with the proposal of the Head of the Department in both terms. For the calculation of maximum 12-credit course load to be given by a faculty member during Spring and Fall terms in Graduate and PhD programs, compulsory courses shall not be taken into account.
ADAPTATION: In case that graduate students, who selected 6-credit compulsory courses before 2015-2016 academic year, fail a compulsory course; and in case that the status of this course was changed into elective in 2015-2016 academic year; they need to select the same course or substitute it with an equivalence to complete 24 credits/60 ECTS course load.
